SUBJECT: Contract Award for Ground Water Facility/Re-Pump Station/HVAC & Ventilations System Improvements at Various Locations Package No.1.
RECOMMENDATION: Award a Construction Contract to LEM Construction Company, Inc., for Ground Water Facility/Re-Pump Station/HVAC & Ventilations System Improvements at Various Locations Package No.1 and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s groundwater facility/re-pump station rehabilitation and replacement program and is required to meet the area’s water demand and also ensures compliance with the Texas Commission on Environmental Quality regulations.
DESCRIPTION/SCOPE: This project consists of improvements to various ground water facilities/re-pump stations. Improvements include renovations, pump installation/rehabilitation, replacement of electrical switchgear, generators, valves, meters, motors, and HVAC & ventilation system. The Contract duration for this project is 742 calendar days. This project was designed by Freese & Nichols, Inc.

Testing Services will be provided by Terracon Consultants, Inc., under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case LEM Construction Company, Inc., is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 13.00% MBE goal and 7.00% WBE goal for this project.
