SUBJECT: Contract Award for North Corridor Consolidation Package 1; Northgate Regional Pump Station – 37 MGD Lift Station at Northgate and Force Mains.
RECOMMENDATION: Award a Construction Contract to Harper Brothers Construction, LLC for North Corridor Consolidation Package 1; Northgate Regional Pump Station – 37 MGD Lift Station at Northgate and Force Mains and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Capital Improvement Plan (CIP) Consolidation Package for wastewater facilities.
The work to be performed under this contract award is necessary to maintain compliance with Houston's proposed wastewater consent decree with EPA and TCEQ.
DESCRIPTION/SCOPE: This project consists of the construction of the Northgate Regional Pump Station (RPS) with a firm capacity of 37 MGD with wet pit/dry pit configuration and 24-inch/30-inch dual force mains to discharge to a 54-inch gravity interceptor being constructed under separate projects. The Contract duration for this project is 640 calendar days. This project was designed by CH2M Hill, Inc.
LOCATION: The project area is generally bound by Greens Road on the north, Beltway 8 on the south, Hardy Toll Road on the east and I-45 North on the west.
BIDS: This project was advertised for bidding on March 6, 2020. Bids were received on April 9, 2020. The seven (7) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to Harper Brothers Construction, LLC with a low bid of $25,937,120.70 and Addenda Numbers 1, 2 and 3 be made a part of this Contract.

Testing Services will be provided by Alliance Laboratories, Inc., under a previously approved contract.
Construction Management Services will be provided by Briones Consulting & Engineering LTD under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Harper Brothers Construction, LLC, is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The project primarily involves pipeline and facilities work. Harper Brothers Construction (Prime) has listed the firms below to achieve the 13% MBE goal and the 7% WBE goal on this project. MWSBE participation will be achieved by using 1st and 2nd tiered subcontractors as allowed in the MWBE Program. In addition to the six (6) 1st tiered MWSBE subcontractors listed for participation, Peltier Brothers, a non-certified firm, will be a 1st tier subcontractor to the Prime. Peltier Brothers will subcontract some of their work to four (4) 2nd tiered MWSBE certified firms to perform facilities work on the contract and the Prime will receive MWSBE credit for dollars paid to those 2nd tier subcontractors.
