Summary:

ORDINANCE consenting to the creation of HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 524, containing approximately 990.804 acres of land within the extraterritorial jurisdiction of the City of Houston, Texas authorizing the district to issue bonds

Background:

SUBJECT: Petition for the City’s consent to the creation of five (5) tracts of land totaling 990.804 acres as Harris County Municipal Utility District No. 524.

 

RECOMMENDATION: Petition for the City’s consent to the creation of five (5) tracts of land totaling 990.804 acres as Harris County Municipal Utility District No. 524 be approved.

 

SPECIFIC EXPLANATION: The owners of 990.804 acres of land, located within Harris County and in the extraterritorial jurisdiction of the City of Houston (the "City"), have petitioned the City for consent to create a district. The proposed district will consist of five (5) tracts of land totaling 990.804 acres. All of the land to be developed is vacant and is proposed be developed as single family, multi-family residential, commercial, industrial, institutional, business park, and an elementary school property, to the District.  The proposed annexation tracts are located in the vicinity of Hempstead Highway, Stokes Road, F.M. 2920, and Kickapoo Road.  The creation of land to the District does not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District will have a wastewater collection system and treatment facility.  The annexation tracts will be provided with wastewater treatment by the Harris County Municipal Utility District No. 524 Wastewater Treatment Plant No. 1.   Potable water will be provided by the District.

 

The nearest major drainage facility for Harris County Municipal Utility District No. 524 is Little Cypress Creek, which flows into Cypress Creek, then to Spring Creek, then to the San Jacinto River, and finally into Lake Houston. The proposed annexation tracts are not within the 100 or 500 year floodplain.

 

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction. 

 

The Utility District Review Committee recommends that the subject petition be approved.
