Summary:

ORDINANCE appropriating $255,275.97 out of Metro Projects Construction DDSRF; approving and authorizing first amendment to contract between City of Houston and ISI CONTRACTING, INC for Work Order Bridge Rehabilitation/Replacement Citywide 2017 (Approved by Ordinance No. 2017-0073); providing funding for CIP Cost Recovery relating to construction of facilities financed by the Metro Projects Construction DDSRF - DISTRICT E - MARTIN

Background:

SUBJECT: First Amendment for Work Order Bridge Rehabilitation/Replacement Citywide 2017.

 

RECOMMENDATION:  Approve First Amendment to the construction contract with ISI Contracting, Inc. for Work Order Bridge Rehabilitation/Replacement Citywide 2017 and appropriate additional funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Bridge Rehabilitation/Replacement 2017-2021 CIP Program. This is a Work Order bridge related repair project, primarily for miscellaneous type of bridge repair work throughout the City of Houston. The scope of the work includes mobilization, traffic control, and removal and replacement of bridge approach slabs, expansion joints and other structural members that are in need of repair, rehabilitation or reconstruction. 

 

LOCATION: Bridge repair work is located on West Side Houston Pkwy between Kingwood Greens Drive on the north and Kings River Drive on the South.

 

PREVIOUS HISTORY AND SCOPE: City Council approved the original Contract on 02-08-2017 under Ordinance No. 2017-0073. The scope of services under the Original Contract consisted of the work items predetermined in the contract for bridge related repairs such as replacing approach slabs, expansion joints, traffic control and mobilization etc. in various locations as determined by the City of Houston and directed by the Work Orders. Under this work order contract, two authorizations have been issued to the contractor including West Lake Houston Northbound bridge emergency repair that was completed by replacing the existing bearing pads that were slipped away under beam supports. The contract duration for this project is 600 calendar days. This project was designed in-house by Houston Public Works. The Project was awarded to ISI Contracting, Inc., with an original Contract amount of $700,000.00.

 

SCOPE AND ADDITIONAL APPROPRIATION COSTS: Under the scope of the First Amendment, the work authorization is required for the additional scope of work as described in Change Order #2 to incorporate beams design lifting modification, replacing bearing pads, remove and replace of traffic rail, preparation of wooden platform for workforce and traffic control measures. The requirement of the work was discovered during performance of the work authorization. This scope of work was necessary to complete execution of emergency repair on West Lake Houston Parkway northbound bridge at Bent #25. This amendment is required due to the amount exceeding 25% threshold of the contract amount. Therefore, the City recommends adding this scope of work with an additional 160 days to the contract. The total cost of this additional appropriation is $232,068.97.

 

The total requested appropriation is $255,275.97 to be appropriated as follows: $232,068.97 for Contract Services and $23,207.00 for CIP Cost Recovery.

 

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case ISI Contracting, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

 PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.

 

M/WBE PARTICIPATION:  No City M/WSBE participation goal is established for this project as the contract did not exceed the threshold of $1,000,000.00 required for a goal oriented contract per Section 15-82 of the Code of Ordinances.

 

FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
