SUBJECT: Additional Appropriation to Professional Engineering Services Contract between the City and Jacobs Engineering Group, Inc., for North Corridor Consolidation Package 1; Northgate Regional Pump Station- 37 MGD Lift Station at Northgate and Force Mains.
RECOMMENDATION: Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with Jacobs Engineering Group, Inc.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s program to implement a consolidation plan for the Wastewater Treatment Plant facilities located in the North Central area.
The work to be performed under this contract award is necessary to maintain compliance with Houston's proposed wastewater consent decree with EPA and TCEQ.
DESCRIPTION/SCOPE: This project consists of the construction of the Northgate Regional Pump Station (RPS) with a firm capacity of 37 MGD with wet/dry pit configuration and 24-inch and 30-inch dual force mains to discharge to a 54-inch gravity interceptor being constructed under other project numbers.
LOCATION: The project area is generally bound by Rankin Road on the north, Sam Houston Parkway on the south, East Hardy on the east and IH-45 on the west.
PREVIOUS HISTORY AND SCOPE: City Council approved the original Contract on March 22, 2006 under Ordinance No. 2006-0273. The scope of services under the Original Contract consisted of Phase I Preliminary Design, Phase II Final Design, Phase III Construction Phase Services, surveying and analyses services, geotechnical investigation, environmental site assessment, tree protection plan, traffic control plans, and other additional services. Under this Contract, the Consultant completed Phase I – Preliminary Design, and Phase II - Final Design.
The North Corridor Consolidation program consist of four packages. In May 2009, the City directed the Consultant to suspend the finalization of the project because two of the four packages needed to be completed prior to the construction of this specific North Corridor Consolidation package. In 2017, the City re-started the design.
SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE: The requested additional appropriation will accomplish the following: The consolidation of Northgate, MUD 203, Imperial Valley and Northborough Wastewater Treatment Plant. This project will reduce City’s future maintenance and remove associated cost to maintain existing four Wastewater Treatment Plants. Due to the Project being on hold since 2009, design updates are required in order to comply with current standards. These additional funds will be utilized to perform additional services and Phase III Construction Phase Services. A fee of $158,246.00 is budgeted for Basic Services and $30,240.00 for Additional Services.
The total requested appropriation is $207,334.00 to be appropriated as follows: $188,486.00 for contract services and $18,848.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this project is 24.00%. The original Contract amount totals $1,148,839.00. Of the total contract amount, the Consultant has been paid $1,075,666.00 (93.63%) to date. Of the amount paid to the Consultant, $233,362.00 (21.69%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $1,337,325.00. The MWBE goal will be met.
