SUBJECT: Petition for the City’s consent to the creation of 617.0 acres as Harris County Municipal Utility District No. 576.
RECOMMENDATION: Petition for the City’s consent to the creation of 617.0 acres as Harris County Municipal Utility District No. 576 be approved.
SPECIFIC EXPLANATION: The owners of 617.0 acres of land, located within Harris County and in the extraterritorial jurisdiction of the City of Houston (the “City”) have petitioned the City for consent to create a district. All of the land is vacant and proposed to be developed as single family residential, commercial, and detention/drainage property. The proposed tract is located in the vicinity of Mound Road, Mathis Road, Betka Road, and Warren Ranch Road. The creation of the District does not release it from the City’s extraterritorial jurisdiction.
The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.
The District will have a wastewater collection system and treatment facility. The District’s proposed wastewater treatment plant will be Harris County Municipal Utility District No. 576 Wastewater Treatment Plant. Potable water will be provided by the District.
The nearest major drainage facility for Harris County Municipal Utility District No. 576 is Rock Hollow Creek, which flows to Cypress Creek then into Spring Creek, then to the San Jacinto River, and finally into Lake Houston. Rock Hollow Creek is within the Cypress Creek watershed. The proposed tract is partially within the 100 year floodplain (13%), and partially within the 500 year floodplain (1%).
By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction.
The Utility District Review Committee recommends that the subject petition be approved.
