Summary:

ORDINANCE consenting to the addition of 2.4844 acres of land to SUNBELT FRESH WATER SUPPLY DISTRICT of Harris County, Texas, for inclusion in the district

Background:

SUBJECT: Petition for the City’s consent to the addition of 2.4844 acres to Sunbelt Fresh Water Supply District.

 

RECOMMENDATION: Petition for the City’s consent to the addition of 2.4844 acres to Sunbelt Fresh Water Supply District be approved.

 

SPECIFIC EXPLANATION: Sunbelt Fresh Water Supply District (the “District”) was created by the Harris County Commissioner's Court in 1995, and currently consists of 2,357.9468 acres within Harris County.  The District is within the extraterritorial jurisdiction of the City of Houston (the “City”) and has petitioned the City for consent to add 2.4844 acres of developed commercial land, a CVS pharmacy, to the District.  The proposed annexation tract is located in the vicinity of West Mount Houston Drive, HCFCD Ditch Unit No. P118-32-00, Halls Bayou, and Veterans Memorial Drive.  The addition of land to the District does not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility.  The annexation tract will be provided with wastewater treatment by the Heather Glen Wastewater Treatment FacilityPotable water is provided by the District.

 

The nearest major drainage facility for Sunbelt Fresh Water Supply District is HCFCD Ditch Unit No. P118-32-00, which flows to Greens Bayou, and then to the Houston Ship Channel. HCFCD Ditch Unit No. P118-32-00 is within the Greens Bayou watershed. The proposed annexation tract is within the 100 year floodplain (70%) and the 500 year floodplain (21%).

 

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction. 

 

The Utility District Review Committee recommends that the subject petition be approved.
