Summary:

ORDINANCE appropriating $12,640,000.00 out of Water & Sewer System Consolidated Construction Fund, awarding contract to BOYER, INC for 69th Street WWTP Electrical Substation Rehabilitation/Replacement; setting a deadline for the bidder's execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for testing services, CIP Cost Recovery and contingencies relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT H - CISNEROS

Background:

SUBJECT: Contract Award for 69th Street Wastewater Treatment Plant Electrical Substation Rehabilitation/Replacement.

 

RECOMMENDATION:  Award a Construction Contract to Boyer, Inc., for the 69th Street Wastewater Treatment Plant Electrical Substation Rehabilitation/Replacement and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION:  This project is part of the City’s ongoing program to renew/replace inefficient existing components of the Wastewater Treatment Plant (WWTP) Facilities.

 

DESCRIPTION/SCOPE: This project will consist of the replacement of the generators and related electrical equipment at 69th Street Wastewater Treatment Plant Substation. The proposed improvements include electrical demolition of all electrical equipment, conduit and wiring; replacement of two (2) 138kV, 25 MVA liquid-filled Voltage transformers, installation of two (2) 12.47 kV capacitor banks plus disconnect switches, wiring and accessories; replacement of line and bus relaying, and replacement of 138 kV air switches. The existing capacitor bank and disconnect switch equipment pads will be demolished and replaced with new pads to support the new equipment. The project also includes installation of new storm drainage system. The Contract duration for this project is 730 calendar days. This project was designed by CP&Y, Inc.

 

LOCATION: This project is located at 2525 South Sgt. Macario Garcia, Houston, TX 77011.

 

BIDS: This project was advertised for bidding on January 10, 2020. Bids were received on February 27, 2020. The project received one bid due to CenterPoint’s standards for this particular project. The Contractor is required to be highly specialized and experienced working with construction of substations. In this case, the Engineer of Record has determined that in the Houston market there are only a few contractors with this expertise. The one (1) bid is as follows:

AWARD: It is recommended that this construction contract be awarded to Boyer, Inc., with a low bid of $10,955,738.00 and that Addendum Number 1 be made a part of this Contract.

 

PROJECT COST: The total cost of this project is $12,640,000.00 to be appropriated as follows:

 Testing Services will be provided by Geoscience Engineering and Testing, Inc., under a previously approved contract.

 

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Boyer, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.
