Summary:

HOUSTON-GALVESTON AREA COUNCIL for spending authority for purchase of Geographical Information System License and Subscription for the Planning and Development Department - $50,900.00 - Central Service Revolving Fund

Background:

S85-E29496 – Approve spending authority for the purchase of geographical information system license and subscription through the Houston-Galveston Area Council (HGAC) in an amount not to exceed $50,900.00 for the Planning and Development Department.

 

SPECIFIC EXPLANATION:

The Director of the Planning and Development Department and the Chief Procurement Officer recommend that City Council approve spending authority for the purchase of  geographical information system license and subscriptions through Houston-Galveston Area Council  (H-GAC) in an amount not to exceed $50,900.00 and that authorization be given to issue a purchase order for Planning and Development Department (P&D).

 

This purchase will renew the H-GAC Geographical Data Workgroup (GDW) cooperative cost-shared programs for aerial imagery license by Surdex Corporation, the commercial and residential database license by Infogroup, Inc., and the subscription for a road-mapping-data license. 

 

The Surdex® aerial imagery license grants P&D updated orthographical images (uniform-scale photographs) of the Greater Houston Area used for the planning and analysis of roadway construction, community and environmental development, emergency and evacuation routes, cadastral and addressing mapping, ground feature extraction and modeling, and updated cartographic backgrounds. The Infogroup® commercial and residential database license enables P&D to effectively map out business and residential locations within the City limits. The STAR*Map® road-mapping data license extends the capabilities beyond City borders, which enables P&D to map regional locations and addresses more effectively. The GDW cost-shared membership ensures that the City continues to benefit from cooperatively purchased data that allows timely delivery of information to service providers such as the Houston Emergency Center, the Police and Fire Departments.

 

This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (12) (D) "under an interlocal contractor for cooperative purchasing administered by a regional planning commission established under Chapter 391” of the Texas Local Government Code for exempted procurements.

 

MWBE Participation:

This procurement is exempt from the M/WBE subcontracting goal participation as the total project expenditure does not exceed the City's $100,000.00 threshold.

 

Hire Houston First:

This procurement is exempt from the City’s Hire Houston First ordinance.  Bids/proposals were not solicited because the department is utilizing an Interlocal/Cooperative Purchasing Agreement for this purchase.

 

Fiscal Note:

Funding for this item is included in the FY2021 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
