RECOMMENDATION: The General Services Department recommends approval of final contract amount of $1,230,094.49 and acceptance of work on contract with Times Construction, Inc., for remediation and civil improvements at the Former Holmes Road Incinerator facility – 3.86% over the original contract amount and under the approved 8% contingency.
SPECIFIC EXPLANATION: The General Services Department recommends that City Council approve the final contract amount of $1,230,094.49 or 3.86% over the original contract amount, accept the work and authorize final payment to Times Construction, Inc., for construction services in connection with remediation and civil improvements at the Former Holmes Road Incinerator facility.
PROJECT LOCATION: 3300 Bellfort Street, Houston, Texas 77051
PROJECT DESCRIPTION: The project remediated the soil to avoid the contamination of groundwater. The scope of work included excavation and disposal of 2,902 cubic yards of impacted soil; replaced excavated soil with clean fill; constructed an engineered concrete pavement cover to meet regulatory requirements for site closure; and constructed stormwater management structures.
CONTRACT COMPLETION AND COST: The contractor completed the project within 511 days: the original contract time of 90 days, plus 421 days approved by Change Orders. The final cost of the project including Change Orders is $1,230,094.49, an increase of $45,669.49 over the original contract amount.
PREVIOUS CHANGE ORDERS: Change Order Nos. 1 – 9 added imported rock fill and borrow fill to stabilize the area; added onsite fill material; installed additional weep/pressure relief holes to increase the longevity of the concrete cap; performed additional soil management and disposal; extended existing 24-inch and 14-inch stormwater drainage pipes into the drainage ditch; installed additional paving with subgrade preparation; installed curbing and sod; repaired concrete entrance drive; installed additional erosion control measures; added days to the contract duration due to the time required for regulatory reviews and addressing comments; and provided credits to the City for materials and work not required to complete the project.
M/W/SBE PARTICIPATION: The contract contained an 18% MBE goal and 10% WBE goal. According to the Office of Business Opportunity, the contractor achieved 44.60% MBE participation and 7.61% WBE participation and was assigned an outstanding rating.
