SUBJECT: Professional Engineering Services Contract between the City and Amani Engineering, Inc. for Sanitary Sewer Improvements Engineering Services Package 1.
RECOMMENDATION: An ordinance approving a Professional Engineering Services Contract with Amani Engineering, Inc. for Sanitary Sewer Improvements Engineering Services Package 1 and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s ongoing effort to correct sanitary sewer deficiencies. It provides work order type engineering services to fast-track the needed support for sanitary sewer long term planning and immediate sanitary sewer improvements to meet the forthcoming USEPA consent decree requirements.
DESCRIPTION/SCOPE: This project consists of staffing support for various assignments associated with sanitary sewer long term planning, and engineering designs for immediate corrective actions to upgrade sanitary sewer capacity throughout the City, issued by Houston Public Works, Houston Water.
LOCATION: The Contract will encompass locations throughout the City.
SCOPE OF CONTRACT AND FEE: The scope includes long term City wide sanitary sewer planning support and engineering services for sewer capacity assessment and capacity upgrade design. This project will be initiated through a work order process that will include specific and well-defined scope of work. The total Basic Services appropriation is $1,360,000.00.
The contract also includes certain Additional Services to be paid either as lump sum or a reimbursable basis. The total Additional Services appropriation is $100,000.00.
The total cost of this project is $1,533,000.00 to be appropriated as follows: $1,460,000.00 for Contract services and $73,000 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.
M/WBE INFORMATION: The M/WBE goal for the project is set at 24%. The Consultant has proposed the following firms to achieve this goal.
