Summary:

ORDINANCE appropriating $755,000.00 out of Street & Traffic Control and Storm Drainage DDSRF as an additional appropriation to Professional Engineering Services Contract  between the City of Houston and IDS ENGINEERING GROUP, INC for Arlington Heights Area Drainage Improvements (Sub-Project 1) (Approved by Ordinance No. 2011-0508); providing funding for CIP Cost Recovery relating to construction of facilities financed by the Street & Traffic Control and Storm Drainage DDSRF - DISTRICT E - MARTIN

Background:

PROJECT NOTICE/JUSTIFICATION:  This project is part of the Storm Drainage Capital Improvement Plan (CIP) and is required to address and reduce the risk of structural flooding. Improvements include modification of street conveyance and sheet flow, and provide detention as needed for mitigation.

 

DESCRIPTION/SCOPE:  This project provides for the design of storm drainage improvements, necessary concrete paving, curbs, sidewalks, driveways and underground utilities. Project will serve a portion of the Arlington Heights Area; Comprehensive Drainage Plan Outfalls C0275, C0278, C0308, C0309 and adjacent areas.

 

LOCATION:  This project is generally bounded by Old Galveston Road on the west, Shaver Street on the east, Edgebrook Drive on the north, and Parliament Drive on the south in Key Map Grid 576G.

 

PREVIOUS HISTORY AND SCOPE:   City Council approved the original contract on June 22, 2011, Ordinance Number 2011-0508 with Pate Engineers, Inc. currently known as IDS Engineering Group, Inc. Under this contract, the consultant has completed the Final Design for the Southpark and Southcrest project. On December 12, 2012, Ordinance Number 2012-1061, City Council approved an additional appropriation. Under this appropriation, the consultant has completed engineering of new wastewater improvements. On June 19, 2013, Ordinance Number 2013-0607, City Council approved a second appropriation and First Amendment. Under this appropriation the Southpark and Southcrest project was repackaged into two sub-projects. The consultant is providing Phase III – Construction Services for Southpark and Southcrest (Sub-Project 1). Under the First Amendment, the consultant started Phase I – Preliminary Design Services for the Arlington Heights (Sub-Project 1) project. On February 19, 2014, Ordinance Number 2014-0131, City Council approved a third appropriation. Under this appropriation the consultant is completing Phase I – Preliminary Design Services for the Arlington Heights (Sub-Project 1) project.

 

SCOPE OF THIS SUPPLEMENT AND FEE:  The requested appropriation will accomplish the following tasks: Phase II - Final Design including Basic and Additional Service, and Phase III – Construction Phase Services.

 

The total requested appropriation is $755,000.00 to be appropriated as follows: $650,453.00 for contract services and $104,547.00 for CIP Cost Recovery.

 

 PAY OR PLAY PROGRAM:

The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.

 

M/WBE INFORMATION:  The M/WBE goal established for this project is 24%. The original Contract amount and subsequent appropriations total $1,421,660.00. The consultant has been paid $1,219,178.77 (85.76%) to date. Of this amount, $316,133.99 (25.93%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $2,072,113.00 The Consultant proposes the following plan to meet the M/WBE goal:
