Summary:

ORDINANCE consenting to the creation of HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 572, containing approximately 54.7490 acres of land within the extraterritorial jurisdiction of the City of Houston, Texas; authorizing the district to exercise Road Powers and to issue bonds for road facilities, subject to certain conditions

Background:

SUBJECT: Petition for the City’s consent to the creation of 54.749 acres as Harris County Municipal Utility District No. 572.

 

RECOMMENDATION: Petition for the City’s consent to the creation of 54.749 acres as Harris County Municipal Utility District No. 572 be approved.

 

SPECIFIC EXPLANATION: The owners of 54.749 acres of land, located within Harris County and in the extraterritorial jurisdiction of the City of Houston (the "City"), have petitioned the City for consent to create a district. All of the land is vacant and proposed to be developed as commercial, multi-family residential, institutional, and other property. The proposed tract is located in the vicinity of SH 99 Grand Parkway, Cypress Rose Hill Road, FM 2920, and Lindsey Road. The creation of the District does not release it from the City's extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District will have a wastewater collection system and treatment facility.  The District's proposed wastewater treatment plant will be the Cypress Rosehill Wastewater Treatment Facility. This plant will also provide service to Tomball ISD. Potable water will be provided by the District.

 

The nearest major drainage facility for Harris County Municipal Utility District No. 572 is Willow Creek, which flows to Cypress Creek, then into Spring Creek, then into the San Jacinto River, and finally into Lake Houston. The proposed tract is not within the 100 or 500 year floodplain.

 

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction. 

 

The Utility District Review Committee recommends that the subject petition be approved.
