SUBJECT: Professional Engineering Services Contract between the City and WSB & Associates, Inc. dba WSB Engineers and Surveyors, Inc. dba Nathelyne A. Kennedy & Associates for Sanitary Sewer Improvements Engineering Service Package 2
RECOMMENDATION: An ordinance approving a Professional Engineering Services Contract with WSB & Associates, Inc. dba WSB Engineers and Surveyors, Inc. dba Nathelyne A. Kennedy & Associates for Sanitary Sewer Improvements Engineering Service Package 2 and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s ongoing effort to correct sanitary sewer deficiencies. It provides work order type engineering services to fast-track the sanitary sewer improvements to meet the forthcoming USEPA consent decree requirements.
DESCRIPTION/SCOPE: This project consists of staffing support and engineering support for various assignments associated with sewer condition analysis and remedial measures analysis, development of decision matrix for I/I remediation guidelines. Assignments will be issued as work orders by Houston Public Works, Houston Water.
LOCATION: The Contract will encompass locations throughout the City.
SCOPE OF CONTRACT AND FEE: Under the scope of the professional engineering services contract, consultant will identify sanitary sewer deficiencies and remedial plans; and develop tools to prioritize sanitary sewer rehab activities. This is a single-phase professional engineering contract. The total Basic Service appropriation is $1,460,000.00. There is no Additional Service appropriation.
The total cost of this project is $1,533,000.00 to be appropriated as follows: $1,460,000.00 for Contract services and $73,000 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.
M/WBE INFORMATION: The M/WBE goal for the project is set at 24%. The Consultant has proposed the following firms to achieve this goal.
