Summary:

ORDINANCE approving and authorizing the submission of an electronic application for and acceptance of grant funds through the Houston-Galveston Area Council for the FY20/21 SOLID WASTE GRANT PROGRAM (“Grant”); declaring the City’s eligibility for such Grant; authorizing the Police Chief of the City of Houston Police Department to act as the City’s representative in the application process, to apply for, accept, and expend the Grant Funds if awarded and to apply for, accept, and expend all subsequent awards, if any, pertaining to the Grant and to extend the budget period

Background:

 

The Chief of Police for the Houston Police Department (HPD) recommends that City Council approve an ordinance authorizing the electronic application and acceptance of grant funds through the Houston-Galveston Area Council (H-GAC) for the Solid Waste Grant Program. H-GAC will provide $64,705.00 in grant funding, with a City cash match of 10% in the amount of $6,470.50.  Grant term is from March 1, 2020 to June 30, 2021 for a total of 15 months.

 

The purpose of the Solid Waste Program grant is to provide funding for eligible local and regional municipal solid waste management projects in support of the goals and objectives of H-GAC's adopted Regional Solid Waste Management Program (RSWMP). HPD will use the grant award to purchase a vehicle for investigators to conduct solid waste investigations in Houston and  surrounding areas, and electronic equipment that will help investigators to monitor investigative leads while in the field.

 

The Houston Police Department also requests City Council to authorize the Chief of Police or his designee to act as the City's representative in the application process with the authority to apply for, accept and expend the grant funds as awarded, and apply for, accept and expend all subsequent awards, if any, to extend the budget period, and to authorize the Mayor to execute all related agreements with the approval of the City Attorney in connection with the grant not to exceed five years.

 

Fiscal Note:

  • No Fiscal Note is required on grant items.
  • Funding for this item is included in the FY2021 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policies.
