S21-E29436 - Approve the purchase of ten (10) Okada ORV1000 Small Class Hydraulic Breakers from H & E Equipment Services, Inc. through the Texas Local Government Purchasing Cooperative (BuyBoard) in the total amount of $111,640.00 for Houston Public Works.
SPECIFIC EXPLANATION:
The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve the purchase of ten (10) Okada ORV1000 small class hydraulic breakers from H & E Equipment Services, Inc. through the Texas Local Government Purchasing Cooperative (BuyBoard) in the total amount of $111,640.00 for Houston Public Works (HPW), and that authorization be given to issue a purchase order.
The Okada ORV1000 small class hydraulic breakers are demolition attachments for use with skid steer loaders, mini & small excavators and tractor loader backhoes. These hydraulic breakers will be used as an accessory on John Deere backhoe equipment and used by the department’s street maintenance crewmembers for waterline and street repairs. This is new equipment and will be delivered to HPW’s divisions located at 5900 Teague, 718 E. Burress and 7101 Renwick Houston, TX. This purchase includes a one (1) year standard warranty to new equipment. The vendor shall provide the new equipment within 45 days from receipt of order.
This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (12) (D) "under an interlocal contractor for cooperative purchasing administered by a regional planning commission established under Chapter 391” of the Texas Local Government Code for exempted procurements.

Zero percent goal document approved by the Office of Business Opportunity.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal/Cooperative Purchasing Agreement for this purchase.
Fiscal Note:
Funding for this item is included in the FY2020 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
