Summary:

ORDINANCE consenting to the addition of 66.4252 acres of land to DOWDELL PUBLIC UTILITY DISTRICT, for inclusion in its district

Background:

 

SUBJECT: Petition for the City’s consent to the addition of three (3) tracts of land totaling 66.4252 acres to Dowdell Public Utility District.  

 

RECOMMENDATION: Petition for the City’s consent to the addition of three (3) tracts of land totaling 66.4252 acres to Dowdell Public Utility District be approved. 

 

SPECIFIC EXPLANATION: Dowdell Public Utility District (the “District”) was created through an act of Texas Legislature in 1971, and currently consists of 1,308.2889 acres within Harris County.  The District is within the extraterritorial jurisdiction of the City of Houston (the “City”) and has petitioned the City for consent to add three (3) tracts of vacant and developed land totaling 66.4252 acres, proposed be developed as commercial property, to the District.  The proposed annexation tracts are located in the vicinity of FM 2920, Huffsmith Kohrville Road, Huffsmith Kuykendahl, and Gosling Road.  The addition of land to the District does not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility.  The annexation tracts will be provided with wastewater treatment by the Dowdell Wastewater Treatment Plant. Potable water is provided by the District.

 

The nearest major drainage facility for Dowdell Public Utility District is Willow creek, which flows to Cypress Creek, then into Spring Creek, then into the San Jacinto River, and finally into Lake Houston.  The proposed annexation tracts are not within the 100 or 500 year floodplain.

 

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction.   

 

The Utility District Review Committee recommends that the subject petition be approved.
