Summary:

RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $3,354,493.43  and acceptance of work on contract with HUFF & MITCHELL, INC for Neighborhood Sewer System Improvements – Basin AS074 and Fuqua Lift Station Force Main Discharge - 9.21% under the contract amount - DISTRICTS C - KAMIN; D - EVANS-SHABAZZ and K - CASTEX-TATUM

Background:

SUBJECT:  Accept Work for Neighborhood Sewer System Improvements – Basin AS074 and Fuqua Lift Station Force Main Discharge.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $3,354,493.43 or 9.21% under the original Contract Amount, accept the Work and authorize final payment.

PROJECT NOTICE/JUSTIFICATION: This project was part of the Neighborhood Sewer System Improvements program and was required to meet the need to replace and upgrade neighborhood sewer systems that continue to deteriorate requiring frequent repair.

DESCRIPTION/SCOPE: This project consisted of (1) the construction of approximately 2,791 linear feet of sanitary sewer lines ranging from 10-inch to 18-inch diameter within the public right-of-way and (2) the construction of approximately 1,914 linear feet of 18-inch sanitary sewer and 595 linear feet of 12-inch force main along Fuqua Street. United Engineers, Inc. designed the project with 300 calendar days allowed for construction. The project was awarded to Huff & Mitchell, Inc. with an original Contract Amount of $3,694,769.00.

LOCATION: The project area is generally bound by (1) Barkdull Street on the north, Sunset Boulevard and Main Street on the south, Main Street on the east and Institute Lane on the west and (2) Dalmation Drive on the north, Fuqua Street on the south, White Heather Drive on the east and Buxley Street on the west.

 

CONTRACT COMPLETION AND COST: The Contractor, Huff & Mitchell, Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 120 days approved by Change Order Nos. 2, 4, and 6. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 1-5 and 7 is $3,354,493.43, a decrease of $340,275.57 or 9.21% under the original Contract Amount. A decreased cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 23.69%.  The M/WBE plan established for this project was 20.00%.  According to Office of Business Opportunity, the participation was 21.81%. Contractor’s M/WBE performance evaluation was rated Satisfactory.
