SUBJECT: An ordinance approving and authorizing a hotel occupancy agreement between CS HPB, LLC, a Delaware limited liability company, and the City of Houston, Texas, for 400 room nights located at 1314 Texas Ave., Houston, Texas 77002, to be used as a COVID-19 quarantine site;

SPECIFIC EXPLANATION:
The novel coronavirus (COVID-19) is recognized globally as a contagious respiratory virus and, on March 13, 2020, Governor Greg Abbott declared a state of disaster for all Texas counties pursuant to Section 418.014 of the Texas Government Code, which declaration further acknowledged the priority of coordinating preparedness efforts across state agencies, working with local partners to promote appropriate mitigation efforts, and taking critical steps to prepare for, respond to, and mitigate the spread of COVID-19 to protect the health and welfare of Texans.
There are a significant number of positive cases in Houston and in the surrounding region, necessitating adequate shelter for the City’s first responders in self or mandated quarantine or isolation. To address this health emergency and protect Houston residents, City desires to enter into an agreement to provide shelter for the City’s first responders in self or mandated quarantine or isolation at a downtown hotel located at 1314 Texas, Houston, Texas 77002.
Under this agreement, the Hotel will provide 400 room nights (single occupancy) at a rate of $60/room night, plus applicable taxes (if any). A Food and Beverage Package will be added to each room night for $40 daily, and includes 4 water bottles and 3 meals. The daily parking rate is $7.
The administration recommends City Council approve this Hotel Occupancy Agreement to address this health emergency and protect and mitigate against the spread of COVID-19.

Funding for this item is not included in the FY2020 Adopted Budget

This item is related to the impact of COVID-19 and it is the City's intent to seek reimbursement from FEMA and/or other eligible sources for such expenditures
