Summary:

ORDINANCE approving and authorizing first amendment to agreement between City of Houston and ELIOR, INC d.b.a. TRIO COMMUNITY MEALS (formerly known as Valley Services, Inc) for Congregate Meals Preparation Services

Background:

S55-T25052.A1 – Ordinance approving and authorizing a First Amendment to the Contract No. 4600013211 (approved by Ordinance No. 2015-0365 on April 29, 2015) between the City of Houston and Elior, Inc. d.b.a. TRIO Community Meals (formerly known as Valley Services, Inc.) to extend the contract from May 12, 2020 to September 30, 2021 for “Congregate Meals Preparation Services" for the City of Houston Health Department.

 

Specific Explanation:

The Director of the Houston Health Department and the Chief Procurement Officer recommend that City Council approve an ordinance authorizing a first amendment to the contract between the City of Houston and Elior, Inc. d.b.a. TRIO Community Meals (formerly known as Valley Services, Inc.) to extend the contract term from May 12, 2020 to September 30, 2021, for Congregate Meals Preparation Services for the Houston Health Department.

 

The original contract was awarded on April 29, 2015 by Ordinance No. 2015-0365, for a three-year term, with two one-year options in the original amount of $1,000,000.00.  The contract commenced on May 12, 2015 and it expires on May 11, 2020.  Expenditures as of March 20, 2020 total $536,866.18.  All other terms and conditions of the contract shall remain the same.

 

The purpose of extending the term of this contract is to continue providing Seniors Programs without disruption. The provision of services is to prepare and deliver meals to designated congregate and/or home delivered meal nutrition sites for Harris County Area Agency on Aging (HCAAA) and Houston Galveston Area Agency on Aging (H-GAAA).  A new Request for Proposal is in progress.

 

The scope of work requires the contractor to provide the following services for both HCAAA and H-GAAA Senior Programs: secure an effective and diverse preparation and delivery system that will provide nutrition services consistent with the intent of the Older American Act (OAA) and its subsequent amendments, and in accordance with the Title 40 of the Texas Administrative Code (TAC), the Department of Aging and Disability Services (DADS), the Nutrition Services requirements set forth in Title 40, Chapter 85 of the TAC and any applicable city and state ordinances/codes applicable to the Area Agencies on Aging.

 

M/WBE Subcontracting:

This contract was awarded with a 24% M/WBE participation level goal and the contractor is currently achieving 29.5%. The Office of Business Opportunity will continue to monitor this contract to ensure maximum M/WBE participation.

 

Fiscal Note:

Funding for this item is included in the FY 2020 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
