Summary:

ORDINANCE appropriating $821,490.00 out of Miscellaneous Capital Projects/Acquisitions CP Series E, awarding contract to TIMES CONSTRUCTION, INC for Brock Park Bridge Replacement Project; declaring the City's intent to seek reimbursement from the Federal Emergency Management Agency; setting a deadline for the bidder's execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for contingencies and engineering and materials testing services relating to construction of facilities financed by the Miscellaneous Capital Projects/Acquisitions CP Series E - DISTRICT B - DAVIS

Background:

RECOMMENDATION: Award construction contract and appropriate funds for the project. 


SPECIFIC EXPLANATION: The General Services Department recommends that City Council award a construction contract to Times Construction, Inc. on its low bid amount of $705,900.00 to provide construction services for the Brock Park Bridge Replacement for the Houston Parks and Recreation Department (HPARD).

 

PROJECT LOCATION: 8201 John Ralston, Houston, TX 77078

BACKGROUND:
Brock Park is a 354.85-acre, regional park located in northeast Houston. The park was home to the Brock Park Golf Course, two ball fields, a walking trail and picnic areas. On April 15, 2016, during the tax-day flood, the two bridges along Greens Bayou that provided access to Brock Park Golf Course were severely compromised and deemed unsafe; forcing closure of the golf course. The flood caused major erosion and damaged the support columns and abutments. The bridge superstructures were removed and stored on site and the columns and abutments demolished. Subsequently, HPARD was awarded a grant from the Texas Parks and Wildlife Department to repurpose the golf course to create an adventure park. On February 12, 2020, Ordinance No. 2020-0104, City Council approved construction of the adventure park.

PROJECT DESCRIPTION: This bridge replacement project will use the existing bridge superstructures to build one bridge across the bayou and will be constructed 18” above the 500-year flood plain. The replacement bridge will be built in the location of the former west bridge in the new adventure park.

The contract duration for this project is 150 calendar days from the date of Notice to Proceed.

BIDS: The following three bids were received on January 16, 2020:

AWARD: It is recommended that City Council award the construction contract to Times Construction, Inc., and appropriate funds for the project, including an additional appropriation of $45,000.00 for engineering and materials testing services under an existing contract with Professional Services Industries, Inc.

M/WBE PARTICIPATION: An M/W/BE goal was not established for this project because the construction cost did not exceed the threshold of $1M required for a goal-oriented contract as authorized by Houston Code of Ordinances §15-82.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s “Pay or Play” Ordinance regarding health benefits for employees of City contractors. In this case, the contractor elects to play; providing health benefits to eligible employees in compliance with City policy.

 

DISASTER RECOVERY NOTE: This item is related to the impact of Tax Day Flash Flood Event - DR 4269 | PW 522, and it is the City’s intent to seek reimbursement from the Federal Emergency Management Agency (“FEMA”) and other eligible sources for such expenditures.

CIP FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
