Summary:

O 2020-0377 ORDINANCE approving and authorizing Professional Services Contract between City of Houston, STANTEC CONSULTING SERVICES, INC and ENSAFE, INC for Fifth Ward and Lyons Avenue Corridor Revitalization for Houston Public Works; providing a maximum contract amount - 2 Years - $288,000.00 - Grant Fund

Background:

Request for Qualifications received November 28, 2018 for S17-Q28732 Approve an Ordinance awarding professional service agreement to 1) Stantec Consulting Services, Inc. in the amount of $97,000.00 and 2) EnSafe, Inc. in the amount of $191,000.00 for total award amount not to exceed $288,000.00 to provide consultant services for the Fifth Ward and Lyons Avenue Corridor Revitalization for Houston Public Works. 

 

Specific Explanation:

The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an ordinance awarding professional service agreement for two years to 1) Stantec Consulting Services, Inc. in the amount of $97,000.00 and 2) EnSafe, Inc. in the amount of $191,000.00 for a total award amount not to exceed $288,000.00  to provide consultant services for the Fifth Ward and Lyons Avenue Corridor Revitalization for Houston Public Works. The Chief Procurement Officer may terminate any of the agreements by giving the contractor a written 30 (thirty) day notice.

 

Through this Request for Qualification (RFQ) process, the City selected Stantec Consulting Services, Inc. and Ensafe, Inc. to provide expert consulting support for the revitalization of the Lyons Avenue corridor along with the equitable and sustainable redevelopment of the City’s entire Fifth Ward.

 

The scope of work requires the contractors to provide cleanup planning that includes activities related to the development of Analysis of Brownfields Cleanup Alternatives (ABCA) summarizing information about the site and contamination issues, cleanup standards, applicable laws, cleanup alternatives considered, and the proposed cleanup. ABCA will include information on the cleanup effectiveness, the cost of each proposed cleanup alternative, and an analysis of the reasonableness of the various cleanup alternatives considered including the one chosen. ABCA include the consideration of reuse options consistent with public health environmental objectives at the site and, where appropriate, include options for greener, sustainable cleanups and waste diversion.  The contractors will also provide community outreach that includes, but may not be limited to, activities related to community engagement and involvement, including meetings with community stakeholders and city staff, educational events, and the production of educational/informational materials on behalf of the Brownfields Redevelopment Program.

 

The Request for Qualifications (RFQ) was advertised in accordance with the State of Texas bid laws.  Nine (9) summary of qualifications were received on November 29, 2018, from the following firms:

Weston Solutions, Inc.

The Evaluation Committee (EC), consisted of employees from Houston Public Works, Finance and the General Service Departments.  The RFQ responses were evaluated based on the following criteria:

 

  • Level of experience with consulting projects that require an MWBE and Fair Share Goals;
  • Ability & experience of team to carry out a project, demonstrated Brownfields Redevelopment Program (BRP), experience of key project personnel, and the firm’s experience with EPA-funded BRP projects;  and
  • Approach to and understanding of the project and outlined tasks, including alignment with priorities of the BRP and the Fifth Ward community.

 

Stantec Consulting Services, Inc. and Ensafe, Inc. received the highest overall scores after a comprehensive evaluation. The EC is confident that the contractors are well qualified to perform the required services as outlined in the RFQ.

 

M/WBE Participation:

This RFQ was issued with an 36.68% goal for MWBE participation.

*Stantec’s total contract value is less than the MWBE threshold of $100,000.00.  However, they are committed engaging with MWSBE subcontractors.

 

Pay or Play Program:

The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, Ensafe, Inc. and Stantec Consulting Services, Inc.  will provide health benefits to eligible employees in compliance with City policy.

 

Hire Houston First:

The proposed procurement is funded by a federal grant; therefore, exempt from "Hire Houston First"  (HHF) ordinance that promotes economic opportunity for Houston business and support job creation.

 

Fiscal Note:

No Fiscal Note is required on grant items.
