SUBJECT: Second Additional Appropriation to Professional Engineering Services Contract between the City and Bridgefarmer & Associates, Inc. for Antoine Paving & Drainage from Hammerly to Hempstead Hwy.
RECOMMENDATION: Approve an ordinance appropriating additional funds to the Professional Engineering Services Contract with Bridgefarmer & Associates, Inc.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Street & Traffic Control Capital Improvement Plan (CIP). This plan is required to improve traffic circulation, mobility, and drainage in the service area and to meet City of Houston Standards.
DESCRIPTION/SCOPE: This project consists of widening and realignment design of approximately 2,100 linear feet of six-lane and four-lane divided concrete roadway with new traffic signals, storm drainage, curbs, sidewalks, driveways, street lighting, traffic control, and necessary underground utilities.
LOCATION: The project area is generally bound by W. 34th Street on the north, Long Point Road on the south, U.S 290 on the east and Wirt Road on the west.
PREVIOUS HISTORY AND SCOPE: City Council approved the original Contract on April 15, 2015 under Ordinance No. 2015-0329. The scope of services under the Original Contract consisted of Phase I - Preliminary Design, Phase II - Final Design, Phase Ill - Construction Phase Services, and Additional Services. Under this Contract, the Consultant accomplished Phase I - Preliminary Design. On March 29, 2017 by Ordinance No. 2017-0229, City Council approved an Additional Appropriation. Under this Additional Appropriation, the Consultant has accomplished Phase II - Final Design 60%.
SCOPE OF THIS ADDITIONAL APPROPRIATION AND FEE: The requested additional appropriation will accomplish the following: redesign of the Antoine Drive and Hammerly Boulevard roundabout intersection due to additional parcel survey, project limit change from Hempstead Highway intersection to south side of railroad (after Todd Street), and project design updates with Atlas 14 new rainfall intensities. A fee of $96,443.66 is budgeted for Basic Services and $44,702.33 for Additional Services. The scope of services under this additional appropriation consists of Phase II - Final Design, Phase Ill - Construction Phase Services, and Additional Services. The Additional Services are anticipated to include roundabout and design, railroad, Storm Water Pollution Prevention Plan, and Right of Way.
The total requested appropriation is $155,260.59 to be appropriated as follows: $141,145.99 for contract services and $14,114.60 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this project is 24%. The original Contract amount and subsequent appropriations totals $729,773.07. The Consultant has been paid $646,312.00 (88.56%) to date. Of this amount, $225,119.00 (34.83%) has been paid to M/WBE sub-consultants to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $870,919.06. The MWBE goal has been previously met.
