SUBJECT: Adopt an Ordinance approving Additional Appropriation for Change Order No. 7 for East Water Purification Plant Rehabilitation of Flocculators, Clarifiers, and Thickeners.
RECOMMENDATION: (SUMMARY) Adopt an Ordinance approving Additional Appropriation of $807,652.05 for East Water Purification Plant Rehabilitation of Flocculators, Clarifiers, and Thickeners.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Capital Improvement Program to increase the safety, reliability and the efficiency of operations at the East Water Purification Plant.
PREVIOUS HISTORY: This project consists of replacement or repairs of primary drives and sludge raking mechanisms for the sedimentation, thickener and surge basins. It will also include flocculator recoating and component repairs, basin floor slab repairs, basin wall cracks and expansion joint repairs. The Project was awarded to PLW Waterworks, LLC (formerly Pepper-Lawson Construction, L.P.) with an original Contract Amount of $6,634,000.00 and an additional appropriation approved by Ordinance No. 2018-0819 in the amount of $363,983.95 for a revised total Contract amount of $6,997,983.95.
LOCATION: This project is located 2300 Federal Rd., Houston, Texas
ADDITIONAL APPROPRIATON: An Approval is requested for an additional appropriation of $734,229.14 in excess of the original contract value and extension of 671 days of contract time for additional work described in Change Order No. 7: Corner Sweep Guide Rail Plate Height Extension in Basin E at Plant No. 2, Removal and Replacement of Two (2) Primary Clarifier Rake Arms, Corner Sweeps, Flights and Squeegees in Basin A at Plant No. 1, Floor Slab Crack Repair in Basin A and B at Plant No. 1, Wall Expansion Joint Repair in Basin E at Plant No. 2, Replacement of Clarifier Drives with new drives at Plants 1, 2 and 3 and Replacement of Corner Sweep Guide Rails and Transition Plates at West End of Basin E at Plant No. 2.
This scope of work is necessary to complete the execution of this project due to the inspection results. The requested appropriation will cover the additional work identified.
The total requested appropriation is $807,652.05 to be appropriated as follows: $734,229.14 for contract services and $73,422.91 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this contract is 18.00%. The original Contract approved by Ordinance No. 2011-0528 is in the amount of $6,634,000.00 and an additional appropriation approved by Ordinance No. 2018-0819 in the amount of $363,983.95 for a revised total Contract amount of $6,997,983.95. Assuming approval of the Change Order No. 7, the Contract amount will increase to $7,732,213.09. According to Office of Business Opportunity, the Contractor’s to date MWBE/SBE performance is 20.76%
FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
