Summary:

O 2020-0235 ORDINANCE appropriating $1,650,000.00 out of Water & Sewer System Consolidated Construction Fund; approving and authorizing a Professional Engineering Services Contract between City of Houston and GUPTA & ASSOCIATES, INC for Staff Augmentation and Project Management Support for Wastewater Capital Improvement Projects; providing funding for CIP Cost Recovery financed by the Water & Sewer System Consolidated Construction Fund; providing a maximum contract amount

Background:

SUBJECT: Professional Engineering Services Contract between the City and Gupta & Associates Inc., for Staff Augmentation and Project Management Support for Wastewater Capital Improvement Projects.

 

RECOMMENDATION: An ordinance approving a Professional Engineering Services Contract with Gupta & Associates Inc., for Staff Augmentation and Project Management Support for Wastewater Capital Improvement Projects and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is needed to provide staff augmentation including project management and technical support services.

 

DESCRIPTION/SCOPE: This contract will provide personnel for the City of Houston, Capital Projects, Facilities Delivery Line specifically for Wastewater Capital Improvement Projects and staff augmentation as need basis, including project management, staff augmentation and technical support services.

 

LOCATION: The projects are located throughout the City of Houston.

 

SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will perform Phase I Services. Phase I is based on cost of time and materials with not-to-exceed agreed upon amount. The total Basic Services appropriation is $1,500,000.00

 

The total cost of this project is $1,650,000.00 to be appropriated as follows: 1,500,000.00 for Contract services and $150,000.00 for CIP Cost Recovery.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor  provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.

 

M/WBE PARTICIPATION: The M/WBE goal for the project is set at 24.00%. The Consultant has proposed the following firms to achieve this goal.
