Summary:

M 2020-0124 CALDWELL COUNTRY CHEVROLET - $2,749,860.00 and CHASTANG ENTERPRISES HOUSTON, LLC - $625,014.00 for Automobiles, Utility Vehicles, and Light-Duty Trucks for the Fleet Management Department on behalf of Various Departments - $3,374,874.00 - Enterprise and Other Funds

Background:

Formal bids received January 30, 2020 for S80-N29250 - Approve various awards, as shown below, in the total amount of $3,374,874.00 for the purchase of automobiles, utility vehicles, and light-duty trucks for the Fleet Management Department on behalf of various departments.

 

Specific Explanation:

The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve various awards, as shown below, in the total amount of $3,374,874.00 for the purchase of 131 automobiles, utility vehicles, and light-duty trucks for Department of Neighborhoods, Houston Public Works, Human Resources, General Services, Houston Health, Houston Fire, Parks and Recreation Departments and that authorization be given to issue purchase orders.  The funding for these vehicles is included in the adopted FY20 Capital Improvement Plan (CIP).  These vehicles will be used citywide by department personnel to conduct City business.

 

This project was advertised in accordance with the requirements of the State of Texas bid laws.  Fifteen prospective bidders downloaded the solicitation document from SPD’s e-bidding website, and four bids were received as detailed below:

 

Caldwell Country Chevrolet:  Award on its low bid for Item No. 1, two (2) 4-Door mid-size sedans; Item No. 3, three (3) light-duty 4WD utility vehicles; Item No. 4, one (1) mid-size FWD 6-cylinder utility vehicle; Item No. 5, sixty-seven (67) light-duty 2WD utility vehicles; Item No. 7, one (1) 1/2-ton full-size cargo van; Item No. 9, seven (7) 1/2 ton, regular cab, short bed pickup trucks; Item No. 10, twenty-two (22) 1/2 ton, regular cab, long bed pickup trucks and Item No. 11, five (5) 1/2 ton, extended cab, short bed pickup trucks; in the total amount of  $2,749,860.00.

These automobiles, utility vehicles and light-duty trucks will come with a full three-year/36,000-mile bumper-to-bumper warranty and the truck bodies will come with a full one-year warranty.  The life expectancy of these vehicles is seven years or 100,000 miles.  These new vehicles will meet the EPA’s current emission standards for low emission vehicles and replace vehicles that have reached their life expectancy.  These vehicles will replace existing vehicles that has reached their life expectancy and will be sent to auction for disposal.

 

This light-duty package consists of 131 vehicles.  Of these, 82 vehicles will consist of alternative fuel capabilities which is a total of 62% of this package.

 

Hire Houston First:

The proposed awards require compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and supports job creation.  In this case, Caldwell Country Chevrolet is a designated Hire Houston First company, but they were the successful awardee without application of the Hire Houston First preference. No Hire Houston First firms were within three percent.

 

M/WBE Subcontracting:

M/WBE zero-percent goal document approved by the Office of Business Opportunity.

 

Fiscal Notes:

  • The funding for this item is included in the FY20 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
  •  No significant Fiscal Operating impact is anticipated as a result of this project.
