SUBJECT: Contract Award for Kirkwood Paving and Drainage from Buffalo Bayou to Briar Forest Drive
RECOMMENDATION: Award a Construction Contract to R Construction Civil, LLC for Kirkwood Paving and Drainage from Buffalo Bayou to Briar Forest Drive and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Street and Traffic Capital Improvement Plan (CIP) and is required to meet City of Houston Standards as well as improve traffic circulation, mobility, and drainage in the service area. Deterioration of existing pavement and future traffic volume requires that the roadway be reconstructed.
DESCRIPTION/SCOPE: This project consists of construction of a 4-lane divided concrete roadway with storm drainage, sidewalks, curbs and gutters, and necessary underground utilities. The Contract duration for this project is 540 calendar days. This project was designed by Walter P. Moore and Associates, Inc.
LOCATION: The project area is generally bound by Buffalo Bayou on the north, Briar Forest Drive on the south, Wilcrest Drive on the east and Dairy Ashford Road on the west.
BIDS: This project was advertised for bidding on September 27, 2019. Bids were received on October 17, 2019. The nine (9) bids are as follows:

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case R Construction Civil, LLC is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 11% MBE goal and 7% WBE goal for this project.
