SUBJECT: Contract Award for Facilities Improvements at Various Well Sites and Re-Pump Stations - Package I
RECOMMENDATION: Award a Construction Contract to Industrial TX Corp for Facilities Improvements at Various Well Sites and Re-Pump Stations - Package I and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s groundwater facility/re-pump station rehabilitation and replacement program. It is required to meet the area’s water demand and also ensures compliance with the Texas Commission on Environmental Quality regulations.
DESCRIPTION/SCOPE: This project consists of improvements to various well sites and pump stations. Improvements include valve and piping rehabilitation/replacement; rehabilitate/replace electrical switchgear, motor control components, automatic transfer switches and electrical generation support equipment. The Contract duration for this project is 757 calendar days. This project was designed by Brown & Gay Engineers, Inc.

Testing Services will be provided by Paradigm Consultants under a previously approved contract.
Construction Management Services will be provided by Lloyd, Smitha & Associates, LLC under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Industrial TX Corp is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 13% MBE goal and 7% WBE goal for this project.
