O 2020-0249 ORDINANCE appropriating $1,093,799.75 out of Street & Traffic Control and Storm Drainage Dedication Drainage and Street Renewal Fund; approving and authorizing an Interlocal Agreement (the "Agreement") between City of Houston and THE COASTAL WATER AUTHORITY for the design and permitting of the Phase 1 Lake Houston Dam Spillway Improvement Project - DISTRICT E - MARTIN

Background:

SUBJECT:  Interlocal Agreement between the City of Houston (City) and Coastal Water Authority (CWA) for Phase I Lake Houston Dam Spillway Improvement Project - $3,281,399.25 Grant - $1,093,799.75 Enterprise

 

RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston and Coastal Water Authority for Phase I Lake Houston Dam Spillway Improvement Project and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP). This Interlocal Agreement defines terms between the City and CWA for the management of design and permitting activities, in accordance with federal requirements, and terms for reimbursement of incurred costs eligible under the HMGP grant.

DESCRIPTION:  This project consists of the design and permitting for the Phase I Lake Houston Dam Spillway Improvement Project, which is intended to reduce the risk of localized flooding to adjacent communities.

 

LOCATION:  The project area is generally bound by the Lake Houston Dam at the southern end of Lake Houston, north of US-90 Beaumont Highway and east of the Sam Houston Tollway East.

SCOPE OF THE AGREEMENT AND FEE:  The agreement between the City and CWA entails the terms for the management of the design and permitting activities, in accordance with federal requirements, and terms for reimbursement of incurred costs eligible under the HMGP grant. Under the scope of the Agreement, CWA will be responsible for the design work and permit acquisition, with oversight by the City.

CWA will be reimbursed for HMGP eligible expenses incurred to complete this project. The total amount reimbursable to CWA shall not exceed $4,375,199.00. The federal cost share for the project will be $3,281,399.25 or 75% of the total project cost, and the local cost share will be $1,093,799.75 or 25% of the total project cost.

FISCAL NOTE: No fiscal note is required on grant items. 

 

No significant fiscal operating impact is anticipated as a result of this project.


ACTION RECOMMENDED:  It is recommended that City Council adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston and Coastal Water Authority and appropriate funds.
