Summary:

O2019-1035 ORDINANCE approving and authorizing an amended and Restated Interlocal Agreement between the City of Houston and THE HOUSTON SHIP CHANNEL SECURITY DISTRICT to Support the Operational Costs of the Houston Police Department’s Helicopter and Marine Patrols within the Ship Channel Region

Background:

Approval of an ordinance authorizing execution of an amended and Restated Interlocal Agreement with the Houston Ship Channel Security District.

 

SPECIFIC EXPLANATION:

 

In 2009 and pursuant to Chapter 68 of the Texas Water Code, Harris County Commissioners Court created the Houston Ship Channel Security District, a special district with assessment authority that was established to support both waterside and landside security projects within the District’s boundaries. (See: www.hscsd.org)

 

The Security District, through the proposed interlocal agreement, is providing $1,051,292 to the City of Houston to support operational cost of Houston Police Department’s helicopter and marine patrols within the ship channel region. Specifically, these funds will support the required 25% federal match share of the following items:

 

FY19 2019 Port Security Grant Award (Match share $673,412)

·    Patrol Boat and accessories

·    Interagency Marine Operations Center construction and boat storage of marine assets

·    High-speed, quick response boat and related tactical operations equipment

·    Forward Looking Infrared (FLIR) camera and searchlight systems for helicopters

 

Additional funding ($377,880) is provided to procure the following items.

·    Portable Radios – not to exceed $68,600

·    Mobile Collaboration Application Platform – not to exceed $41,680

·    Fuel costs reimbursement for the two helicopters used in Airborne Patrols - $87,600

·   Fuel and maintenance costs reimbursement for the two boats used in the Waterborne Patrols - $180,000

 

RECOMMENDATION

It is recommended that City Council authorize the Mayor to execute this amended and Restated Interlocal Agreement.
