PROJECT NOTICE/JUSTIFICATION: This project is part of the Street and Traffic Capital Improvement Program (CIP), which is required to meet the City of Houston (City) standards. It will improve traffic mobility and drainage in service area.
DESCRIPTION/SCOPE: This project will include the construction of a 16,000 linear feet of undivided concrete roadway with sidewalks, curbs and gutters, traffic signals, street lighting, and necessary underground utilities.
LOCATION: The project is located along Memorial Drive from North Kirkwood Road to North Eldridge Parkway in Key Map Grids 488 G, H and 489 E.
PREVIOUS HISTORY AND SCOPE: City Council approved Ordinance No.2011-0556 on June 29, 2011 which entered into an Advanced Funding Agreement with TxDOT to reimburse TxDOT for plan review costs and make this project a more viable candidate for future Federal funding. The new Advanced Funding Agreement secures State funds for the construction of the project. Under the terms of the Agreement, the City shall be responsible for engineering and construction services, construction management, and 20%of the construction costs. TxDOT will be responsible for 80% of construction costs. TxDOT will review the design to ensure it is in compliance with the State standards. The City shall be responsible for the direct costs incurred for the review and approval services performed by TxDOT, and the TxDOT direct construction costs. The total TxDOT costs the City is responsible for amounts to $146,555.00. The City previously made a $40,000.00 payment to TxDOT; therefore, it is necessary to appropriate funds in the amount of $114,013.85 which includes $106,555.00 for the direct costs performed by TxDOT and $7,458.85 for City’s CIP cost recovery.
ACTION RECOMMENDED: It is recommended that City Council adopt an ordinance approving and authorizing an Advance Funding Agreement and appropriate $114,013.85 for the City’s cost participation.
