Summary:

ORDINANCE consenting to the addition of 60.06 acres of land to WEST HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 21, for inclusion in its district

Background:

SUBJECT: Petition for the City’s consent to the addition of two (2) tracts of land totaling 60.06 acres to West Harris County Municipal Utility District No. 21 (Key Map No. 370S,T,U,W,X & Y).

 

RECOMMENDATION: Petition for the City’s consent to the addition of two (2) tracts of land totaling 60.06 acres to West Harris County Municipal Utility District No. 21 be approved.

 

SPECIFIC EXPLANATION: West Harris County Municipal Utility District No. 21 (the “District”) was created through the TCEQ in 1990, and currently consists of 825.44 acres within Harris County. The District is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add two(2) tracts of vacant land totaling 60.06 acres to the District. The tracts are proposed to be developed as commercial property (an office and warehouse). The proposed annexation tracts are located in the vicinity of Taub Road, Windfern Road, Derrington Road, and Fairbanks North Houston Road. The addition of land to the District does not release it from the City’s extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility. The annexation tracts will be provided with wastewater treatment by the West Harris County Municipal Utility District No. 21 Wastewater Treatment Plant. Potable water is provided by the District.

 

The nearest major drainage facility for West Harris County Municipal Utility District No. 21 is White Oak Bayou, which flows to Buffalo Bayou, and finally into the Houston Ship Channel.  The proposed annexation tracts are not within the 100 or 500 year floodplain.

 

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City of Houston prior to their construction.

 

The Utility District Review Committee recommends that the subject petition be approved.
