Summary:

RECOMMENDATION from Director General Services Department that City Council declare surplus and authorize the sealed bid sale of the following properties:

    Parcel S97-028                 8002 Westpark, Dr. 77063           DISTRICT F - NGUYEN

    Parcel SY14-137              12800 Fuqua, St. 77034               DISTRICT E - MARTIN

    I59-002 and I59-003         7420 Park Place, Blvd. 77087      DISTRICT I - GALLEGOS

Background:
SPECIFIC EXPLANATION:   The owning departments have declared Parcels S97-028, SY14-137, and I59-002 and I59-003, as described in the attached Exhibit “A”, surplus to their needs.  All City departments with land needs have been canvassed and have indicated no interest in the properties.  The properties may now be considered surplus to the City’s needs and made available for sealed bid sale to the highest bidder in accordance with Section 272.001(a) of the Local Government Code and Section 2-236 of the Houston Code of Ordinances.  The department directors of the owning departments concur in this recommendation. Therefore, the General Services Department recommends that City Council:  
      
1. Declare surplus and authorize the sealed bid sale of the following parcels, as fully described in the attached Exhibit “A”; subject to the City’s billboard restrictions, all easements, all public utilities and the applicable covenants, conditions and restrictions;

2. Authorize the City Secretary to advertise the properties for sealed bid sale to the highest bidder over the established minimum bid amount; 

3. Authorize the director of the General Services Department or his designee to return the unsuccessful bidders’ deposits; and 
4. Authorize the Legal Department to prepare the necessary transaction documents.
