Summary:

ORDINANCE enlarging the boundaries of REINVESTMENT ZONE NUMBER SEVEN, CITY OF HOUSTON, TEXAS (OLD SPANISH TRAIL/ALMEDA CORRIDORS ZONE)DISTRICT D - BOYKINS

Background:

SUBJECT: Approval of an ordinance to change the boundaries of Reinvestment Zone Number Seven (Old Spanish Trail Almeda Corridors Zone) by adding certain property to the Zone.


RECOMMENDATION: City Council adopt an ordinance to change the boundaries of Reinvestment Zone Number Seven(Old Spanish Trail Almeda Corridors Zone) by adding certain property to the Zone.


Specific Explanation:
City of Houston Tax Increment Reinvestment Zone Number Seven (the "Zone") was created by Ordinance No.1997- 0478 on May 7, 1997. On December 12, 1998, City Council approved an Annexation Plan by Ordinance No. 1998- 1145. On May 14, 2008, City Council approved an Annexation Plan by Ordinance 2008-0418. On September 11, 2013, City Council approved an Annexation Plan by Ordinances No. 2013-0796. On December 7, 2016, City Council approved an Annexation Plan by Ordinances No. 2016-0956.

On November 15, 2019, the Board of Directors of the Zone approved a proposed Seventh Amendment to Project Plan and Reinvestment Zone Financing Plan (the "Amended Plan") which reflected adding certain land and transmitted it for City Council consideration and approval. It is recommended that City Council annex approximately 95 acres into the Old Spanish Trail Almeda Corridors Zone. The areas are along the main corridors of Almeda Road, Emancipation Avenue, Griggs Road/Martin Luther King Boulevard, and Old Spanish Trail/Scott Street. The property description and notice of the public hearing were published on November 12, 2019.

This addition to the Old Spanish Trail Almeda Corridors Zone will provide for roadways and public utility improvements including street reconstruction, water, wastewater and stormwater improvements, sidewalks, streetscape improvements, lighting and pedestrian improvements.

Pursuant to Chapter 311 of the Texas Tax Code Sections 311.003, 311.007 and 311.011, a pubic hearing was held on November 20, 2019.
