Background:

 

SUBJECT: Approval of an ordinance to change the boundaries of Reinvestment Zone Number Eleven (Greater Greenspoint Zone) by adding certain property to the Zone


RECOMMENDATION: City Council adopt an ordinance to change the boundaries of Reinvestment Zone Number Eleven(Greater Greenspoint Zone) by adding certain property to the Zone.


Specific Explanation:
City of Houston Tax Increment Reinvestment Zone Number Eleven (the “Zone”) was created by Ordinance No.1998-0713 on August 26, 1998. On August 11, 1999, City Council approved an Annexation Plan by Ordinances No. 1999-0853. On August 24, 2011, City Council approved an annexation by Ordinance 2011-0741.

On November 14, 2019, the Board of Directors of the Zone approved a proposed Fourth Amendment to Project Plan and Reinvestment Zone Financing Plan (the “Amended Plan”) which reflected adding certain land and transmitted it for City Council consideration and approval. It is recommended that City Council annex approximately 266 acres into the Greater Greenspoint Zone. The property description and public notice were published in the Houston Chronicle on November 12, 2019.

The general areas include (1) an area bound by Meadowfern Dr on the North, Northborough Dr on the West, Glenborough Dr on the South and Interstate 45 on the East (2) an area bounded by Greens Road on the North, Greenspoint Dr on the West, Beltway 8 on the South and Northchase Dr on the East (3) an area bounded by Northchase Dr on the West, Beltway 8 on the South, a drainage ditch on the East and the northern boundary of HCAD parcel 1121130000003 on the North (4) an area bounded by Imperial Valley Dr on the East, Beltway 8 on the South, Ronan Rd on the West and the northern boundary of HCAD parcel 114584000005 on the North (5) an area bounded by Imperial Valley Dr on the West, Beltway 8 on the South, the northern boundary of HCAD parcel 1089480000011 on the North and Atrium Dr on the East (6) an area bounded by Beltway 8 on the North, Northchase Dr on the West, Hardy Road on the East and a drainage channel on the South.

The annexation will allow for the Redevelopment Authority to construct roadway and mobility improvements, storm water and flood remediation infrastructure projects, multi-modal connectivity, and community enhancement infrastructure improvements.

Pursuant to Chapter 311 of the Texas Tax Code Sections 311.003, 311.007 and 311.010, a public hearing was held on November 20, 2019.
