ORDINANCE enlarging the boundaries REINVESTMENT ZONE NUMBER FOURTEEN, CITY OF HOUSTON, TEXAS (FOURTH WARD ZONE) - DISTRICT B - DAVIS

SUBJECT: Approval of an ordinance to change the boundaries of Reinvestment Zone Number Fourteen (Fourth Ward Zone) by adding certain property to the Zone


RECOMMENDATION: City Council adopt an ordinance to change the boundaries of Reinvestment Zone Number Fourteen (Fourth Ward Zone) by adding certain property to the Zone.


Specific Explanation:
City of Houston Tax Increment Reinvestment Zone Number Fourteen (the “Zone”) was created by Ordinance No.1999-0565 on June 9, 1999. On December 12, 2007, City Council approved an Annexation Plan by Ordinances No. 2007-1439. City Council approved an annexation by Ordinance No. 2013-0979 on November 6, 2013.

On October 22, 2019, the Board of Directors of the Zone approved a proposed Third Amendment to Project Plan and Reinvestment Zone Financing Plan (the “Amended Plan”) which reflected adding certain land and transmitted it for City Council consideration and approval. The annexation is approximately 20.1 acres of land roughly bounded by Tiffin St on the North, Linn St on the West, Courtney St on the South and Abernathy St on the East. The property description and hearing notice were published in the Houston Chronicle on November 12, 2019.


The annexation of the area will allow the Authority to implement capital improvement projects and economic development programs that promote business and eliminate blight in the area. In addition, the land is required to construct needed infrastructure as a result of the implementation of TxDOT’s North Highway Improvement Project.

Pursuant to Chapter 311 of the Texas Tax Code Sections 311.003, 311.007 and 311.011, a public hearing was held on November 20, 2019.
