ORDINANCE enlarging the boundaries of REINVESTMENT ZONE NUMBER TWENTY-ONE, CITY OF HOUSTON, TEXAS (HARDY/NEAR NORTHSIDE ZONE) - DISTRICT H - CISNEROS

SUBJECT: Approval of an ordinance to change the boundaries of Reinvestment Zone Number Twenty-One (Hardy Yards Zone) by adding certain property to the Zone.


RECOMMENDATION: City Council adopt an ordinance to change the boundaries of Reinvestment Zone Number Twenty-One(Hardy Yards Zone) by adding certain property to the Zone.


Specific Explanation:
City of Houston Tax Increment Reinvestment Zone Number Twenty-One (the “Zone”) was created by Ordinance No.2003-1258 on December 17, 2003.

On September 23, 2019, the Board of Directors of the Zone approved a proposed Third Amendment to Project Plan and Reinvestment Zone Financing Plan (the “Amended Plan”) which reflected an annexation of certain land and transmitted it for City Council consideration and approval. It is now recommended that City Council annex into the Zone approximately 1,106 acres.

The proposed annexation area is broadly bounded by 610 on the North, Interstate 45 on the West, Brook Street on the South and slightly east of Hwy 59 on the East. The property description and notice of the public hearing were published in the Houston Chronicle on November 12, 2019.

The annexation will allow for the reconstruction of streets and sidewalks, upgrades to public greenspace, expansion of pedestrian retail developments, increase of cultural and public facilities.

Pursuant to Chapter 311, Sections 311.003, 311.007 and 311.011. a public hearing was held on November 20, 2019.
