ORDINANCE approving a third amended Project Plan and Reinvestment Zone Plan for REINVESTMENT ZONE NUMBER TWENTY-ONE, CITY OF HOUSTON, TEXAS (HARDY/NEAR NORTHSIDE ZONE); authorizing the City Secretary to distribute such plans - DISTRICT H - CISNEROS

Background:

 

SUBJECT: An Ordinance to approve the third Amended Plan and Reinvestment Zone Financing Plan for Reinvestment Zone Number Twenty-One (Hardy Yards Zone)


RECOMMENDATION: City Council adopt an ordinance to approve the third amendment to the Project Plan and Reinvestment Zone Financing Plan for Reinvestment Zone Number Twenty-One (Hardy Yards Zone).


Specific Explanation:
City of Houston Tax Increment Reinvestment Zone Number Twenty-One (the “Zone”) was created by Ordinance No.2003-1258 on December 17, 2003. City Council approved a Project Plan and Reinvestment Zone Financing Plan (the “Plan”) for the Zone by Ordinance No.2008-1212, on December 30, 2008, and created the Hardy Yards Redevelopment Authority to implement the Plan via Resolution No. 2009-0032 on November 10, 2009. On December 9, 2009, City Council approved an Amendment to the Project Plan & Reinvestment Zone Financing Plan with Ordinances No. 2009-1272. City Council approved the Second Amendment to the Project Plan & Financing Plan (Ordinance No. 2012-0710) on August 15, 2012.

On September 23, 2019, the Board of Directors of the Zone approved a proposed Third Amendment to Project Plan and Reinvestment Zone Financing Plan (the “Amended Plan”) and transmitted it for City Council consideration and approval. The Amended Plan, which will be coordinated with a proposed change to the boundaries of the Hardy Yards Zone will allow for the reconstruction of streets and sidewalks, upgrades to public greenspace, expansion of pedestrian retail developments, increase of cultural and public facilities.

Pursuant to Chapter 311, Sections 311.003, 311.007 and 311.011, a public hearing was held on November 20, 2019.

Accordingly, the Administration recommends that City Council approve the Third Amendment to the Plan for the Zone.
