ORDINANCE enlarging the boundaries of REINVESTMENT ZONE NUMBER TWENTY-THREE, CITY OF HOUSTON, TEXAS (HARRISBURG ZONE) - DISTRICTS H - CISNEROS and I - GALLEGOS

SUBJECT: Approval of an ordinance to change the boundaries of Reinvestment Zone Number Twenty-Three (Harrisburg Zone) by adding certain property to the Zone


RECOMMENDATION: City Council adopt an ordinance to change the boundaries of Reinvestment Zone Number Twenty-Three (Harrisburg Zone) by adding certain property to the Zone.


Specific Explanation:
City of Houston Tax Increment Reinvestment Zone Number Twenty-Three (the “Zone”) was created by Ordinance No.2011-0900 on October 19, 2011.

On November 15, 2019, the Board of Directors of the Zone approved the proposed First Amendment to the Project Plan and Reinvestment Zone Financing Plan (the “Amended Plan”) which reflected an annexation of certain land and transmitted it for City Council consideration and approval. It is recommended that City Council annex approximately 315 acres to the Zone and de-annex approximately 44 acres from the Zone.

The general areas include Buffalo Bend Park, Hidalgo Park, Mason Park, Old Cage Elementary, Lockwood from McKinney to Telephone Road, Harrisburg from 75th Street to Navigation Boulevard and a portion of land located within the Brady’s Landing. The de-annexation area is located north and east of Buffalo Bayou and south of 59. The property description was published in the Houston Chronicle on November 12, 2019.

The annexation will allow the Redevelopment Authority to finance creation of pedestrian friendly safe environments, infrastructure improvements and improvements to park amenities.
