ORDINANCE enlarging the boundaries of REINVESTMENT ZONE NUMBER TWENTY-TWO, CITY OF HOUSTON, TEXAS (LELAND WOODS ZONE) - DISTRICT B - DAVIS

SUBJECT: Approval of an ordinance to change the boundaries of Reinvestment Zone Number Twenty-Two (Leland Woods Zone) by adding certain property to the Zone.


RECOMMENDATION: City Council adopt an ordinance to change the boundaries of Reinvestment Zone Number Twenty-Two (Leland Woods Zone) by adding certain property to the Zone.


Specific Explanation:
City of Houston Tax Increment Reinvestment Zone Number Twenty-Two (the “Zone”) was created by Ordinance No.2003-1330 on December 23, 2003

On June 18, 2018, the Board of Directors of the Zone approved the proposed First Amendment to Project Plan and Reinvestment Zone Financing Plan (the “Amended Plan”) which reflected an annexation of certain land and transmitted it for City Council consideration and approval. It is recommended that City Council annex 2,530 acres to the Zone.
The general areas include (1) Little York on the North, Hirsch Road on the West, Greens Bayou on the South, and Valley Forest on the East and (2) Greens Bayou on the North, Parkhurst on the West, Liberty Road on the South, and Greens Bayou on the East. The property description was published in the Houston Chronicle on November 12, 2019.

The annexation will allow the Redevelopment Authority to finance the infrastructure to support the development of a truck maintenance facility, training facility for mechanics, commercial corridors, multi-family and senior family residential townhomes, green space and single-family housing.

Pursuant to Chapter 311 Sections 311.003, 311.007 and 311.011, a public hearing was held on November 20, 2019.
