Summary:

ORDINANCE consenting to the creation of HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 568, containing approximately 134.40 acres of land within the extraterritorial jurisdiction of the City of Houston, Texas authorizing the district to issue bonds, subject to certain conditions - DISTRICTS D - EVANS-SHABAZZ and E - MARTIN

Background:

 SUBJECT: Petition for the City’s consent to the creation of 134.40 acres as Harris County Municipal Utility District No. 568.

  

RECOMMENDATION: Petition for the City’s consent to the creation of 134.40 acres as Harris County Municipal Utility District No. 568 be approved.

  

SPECIFIC EXPLANATION: The owners of 134.40 acres of land, located within Harris County and in the corporate limits of the City of Houston (the “City”), have petitioned the City for consent to create a District. The proposed district will consist of 134.40 acres. All of the land is vacant and proposed to be developed as single family residential property. The proposed District is located in the vicinity of El Dorado Boulevard,  Beamer Road, Whitcomb Road and Interstate 45.

     

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

 

Harris County Municipal Utility District No. 568 will construct a temporary wastewater treatment plant, Harris County Municipal Utility District No. 568 Wastewater Treatment Plant, that it will utilize until the City expands the Metro Central Wastewater Treatment Plant in the future. Potable water will be provided by the City.

 

The nearest major drainage facility for Harris County Municipal Utility District No. 568 is Clear Creek which flows into Clear Lake, and then into Galveston Bay. The proposed tract is not within the 100 or 500 year floodplain.

 

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City prior to their construction. 

  

The Utility District Review Committee recommends that the subject petition be approved.
