Specific Explanation:
The Chief of Police and the Chief Procurement Officer recommend that City Council approve spending authority to purchase Hewlett-Packard manufacturer branded hardware, software, cloud and related services from HP, Inc. through the Texas Department of Information Resources (DIR) in a total amount not to exceed $1,951,000.00 and that authorization be given to issue purchase orders, as necessary for the Houston Police Department.
This purchase consist of a discounted price list for Hewlett-Packard (HP) branded hardware which include, but not limited to, desktops, notebooks, laptops, workstations, display adapters and docking stations. HPD’s computing hardware purchases are exceeding the asset lifecycle. This purchase is necessary to proceed with the planned annual PC asset refresh in various departments where the current equipment exceeds five (5) years.
Sections 271.081 through 271.083 of the Texas Local Government Code provide the legal authority for local governments to participate in the Texas Department of Information Resources.

Zero-percentage goal document approved by the Office of Business Opportunity.
Hire Houston First:
This procurement is exempt from the City’s Hire Houston First ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal/Cooperative Purchasing Agreement for this purchase.
Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
