On or about April 20, 2017, Plaintiff filed his lawsuit entitled Akrem Azzam, v. City of Houston, Texas; John Doe Houston Jailers, Individually; and Lasswon Shannon, Individually; under Civil Action Number 4:17-cv-1242 in the United States District Court for the Southern District of Texas, Houston, Division. Plaintiff claims that his civil and constitutional rights were violated by Shelia Ross, who allegedly failed to intervene to prevent use of force by a co-worker on May 22, 2015. Plaintiff's claims against the City of Houston were dismissed at the summary judgment stage of this lawsuit.
The City Attorney recommends that City Council adopt an ordinance approving and authorizing the Settlement and Release Agreement of Plaintiff's claims against Shelia Ross in the lawsuit, as well as, all Claims arising from the incident and relating to the lawsuit, by issuing a check in the amount of $100,000 made payable to Akrem Azzam, and his attorney Randall Kallinen.
