ORDINANCE amending Ordinance 2018-149 approving and authorizing first amendment to Intergovernmental Agreement (“Agreement”) between the HOUSTON-GALVESTON AREA COUNCIL and the City of Houston to extend the term of the contract containing general provisions, special provisions and attachments; providing grant funding for a Stalled Vehicle Freeway Towing Program;  declaring the City’s eligibility for such grant; authorizing the Chief of the Houston Police Department to act as the City’s representative to accept and expend the grant funds, as awarded, and to apply for and accept all subsequent grant awards, if any, pertaining to the grant - $37,610.00 - Grant Fund

The Chief of Police for the Houston Police Department requests City Council to approve the first amendment to intergovernmental agreement between the Houston-Galveston Area Council and the City of Houston to extend the initial term to August 31, 2020. 

As background, Houston-Galveston Area Council (H-GAC) and the City entered into the Intergovernmental Agreement wherein H-GAC provides the City $5,011,358 in funding from a Federal Highway Administration grant to the Texas Department of Transportation to deliver free towing services for certain vehicles stalled on freeways within the City of Houston (Ordinance No. 2018-0149).  The initial term of the Intergovernmental Agreement expires December 31, 2019. 

To date, the City has not expended all of the grant funding during the initial term of the agreement.  Accordingly, the purpose of the First Amendment is to extend the program until August 31, 2020, with H-GAC providing supplemental funding in the amount of $37,610.
