RECOMMENDATION:
Enact an ordinance approving an additional appropriation to the Construction Contract with Flatiron Constructors, Inc. for the Construction Phase II Rehabilitation of Taxiway WB at George Bush Intercontinental Airport/Houston (IAH) (Project Number 901) and appropriate the necessary funds to finance the cost of these services.
SPECIFIC EXPLANATION:
On August 22, 2018, Council adopted Ordinance 2018-658, approving a Construction Contract with Flatiron Constructors, Inc. for the Construction Phase I (WA) portion, which included the complete reconstruction of Taxiway WA and associated taxiways at IAH. The ordinance also allowed for Construction Phase II, Taxiway WB and associated taxilanes, to be awarded after Phase I was successfully completed.
The total value of the Construction Phase I (WA) appropriations authorized by Ordinance 2018-658 was $56,771,005.50 and was appropriated as follows:

Flatiron Constructors, Inc. has satisfactorily completed the Construction Phase I (WA) of the project. It is now requested that City Council approve the additional appropriation in the sum of $58,949,500.00 to fund the costs associated with the Construction Phase II Rehabilitation of Taxiway WB of the project.
The scope elements for Construction Phase II (WB) will include the following:
- Full Depth Reconstruction of Taxiway WB N including associated pavements to facilitate a fully functioning taxiway system;
- Repair and Rehabilitation of Haul Roads;
- Temporary Maintenance of Storm Pipes and Structures;
- Construction of Stormwater Underdrains under Taxiway WB;
- Additional Reinforcing Steel in P-501 Pavements where determined by the Engineer of Record;
- Furnish and Install New LED Centerline Lights on Existing Base Cans to facilitate a complete pathway through the taxiway and tie into associated pavement conduit;
- Perform all Safety and Security functions as identified in the WA Contractor Safety Plan (CSPP) approved by the FAA;
- Adjustments to existing communication conduit(s), existing utilities, along pavement repairs as outlined in the construction documents and Schedule of Value(s)
TESTING CONTRACT:
Testing and inspections will continue to be performed by Paradigm Consultants, Inc., under Contract Number 4600012371.

The total amount to be appropriated for Phase II (WB) is as follows:

M/WDBE GOAL:
The Office of Business Opportunity M/WSBE goal for this project is 31% (21% MBE and 10% WBE). Flatiron Contractors committed to fulfill a goal of 31.40% and has thus far fulfilled 43.53% toward that goal for Phase I. For Construction of Phase II (WB) the Contractor has committed to subcontracting 31% to M/WSBEs. The Contractor has committed to an overall MWSBE percentage for both WA and WB of 31.21%. PAY OR PLAY:
The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case, the contractor and/or its sub-contractors will utilize the “Play” option in compliance with City policy.
FISCAL NOTE:
No significant Fiscal Operating impact is anticipated as a result of this project.
