Specific Explanation:
The Director of the Houston Public Library and Chief Procurement Officer recommend that City Council approve an ordinance to appropriate $299,999.00 from the Equipment Acquisition Consolidated Fund (1800) for the purchase of computers and hardware equipment to replace aging and non-functioning public access computers. The Houston Public Library (HPL) will follow all procurement policies and procedures related to this purchase.

Budget constraints over the past several years have reduced HPL's ability to update its inventory of computers designated for customer use. As a result, HPL customers are currently using outdated computers and hardware equipment that are approximately 5 to 8 years old and have exceeded their life expectancy. Additionally, it has been assessed and determined that several of the currently deployed computers being utilized by HPL are inoperative and/or functionally dilapidated; due to the fact that the computers do not work, or they are unable to run the latest versions of software. Consequently, these new computers will be used to replace the outdated computers that are currently deployed at the various HPL branch locations and the new hardware equipment will be used to replace the hardware of computers that will not be replaced at this time.
Fiscal Note:
Funding for this item is included in the FY2020 Capital Improvement Plan.
No significant Fiscal Operating impact is anticipated as a result of this project.
