Specific Explanation:
The Director of the Houston Airport System and the Chief Procurement Officer recommend that City Council approve an award to Herbert L. Flake Company LLC dba H. L. Flake Security Hardware in the amount not to exceed $400,000.00 for padlocks/door locks and associated hardware for the Houston Airport System. It is further requested that authorization be given to make purchases, as needed, for a 36-month term with two one-year options. This award is for the purchase of combinated and/or uncombinated locks, cores, blank and/or cut keys, padlocks, crash bars, touch bars, push buttons, and various hardware that supports the Houston Airport Systems' patented keyways and other keyways at George Bush Intercontinental, William P. Hobby, and Ellington Airports.
This is a price list solicitation. The best discount which determines the low bid for a price list is the best bid received for quantities of high-use items selected as sample pricing items based on the current needs of the department. The bid total for sample pricing items does not represent the total amount to be purchased; rather, this award recommendation is for the total estimated expenditures projected over the 60-month period based on the low bid submitted for the representative samples.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Fifteen prospective bidders downloaded the solicitation document from SPD's ebidding website and four bids were received as outlined below.
