The Finance Department is requesting City Council approval of an Inter-Jurisdictional Hurricane Harvey Settlement and Release Agreement between the City of Houston and Aldine Independent School District (AISD).
Hurricane Harvey made landfall on Friday, August 25, 2017 causing catastrophic flooding, severe weather and hazardous conditions. AISD opened two facilities, M.O. Campbell Education Center and Aldine Education Center, as a Red Cross-run disaster recovery shelter. AISD accrued costs of $335,300.97 based on project management, labor, equipment, materials and supplies, and utility costs.
This project has been submitted to FEMA for reimbursement and is awaiting project obligation and receipt of funds.
A Mutual Aid Agreement is being negotiated with AISD for use of their facilities for future disasters. This agreement will be presented for City Council authorization and approval upon completion of negotiations.

No fiscal note is required on grant funded items.
Disaster Recovery Note:
This item is related to the impact of Hurricane Harvey DR4332 and it is the City’s intent to seek reimbursement from the Federal Emergency Management Agency (“FEMA”) and other eligible sources for such expenditures.
