Summary:

RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $4,285,042.55 and acceptance of work on contract with PM CONSTRUCTION & REHAB, LLC for Sanitary Sewer Rehabilitation by Sliplining and Pipe Bursting Methods (4257-145) - 2.05% over the original contract amount - DISTRICTS A - STARDIG; B - DAVIS; C - COHEN; G - TRAVIS; H - CISNEROS; I - GALLEGOS; J - LASTER and K - CASTEX-TATUM

Background:

SUBJECT: Accept Work for Sanitary Sewer Rehabilitation by Sliplining and Pipe Bursting Methods.

 

RECOMMENDATION: (Summary) Pass a motion to approve the final contract amount of $4,285,042.55, which is 2.05% under the original contract amount, accept the work, and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: Under this project, the contractor provided sanitary sewer rehabilitation by sliplining and pipe bursting methods to deteriorated sewer collection systems throughout the City.

 

DESCRIPTION/SCOPE: This project consisted of sanitary sewer rehabilitation by sliplining and pipe bursting methods. The project was awarded to PM Construction & Rehab, LLC with an original contract amount of $4,374,562.11. The Notice to Proceed date was 08/13/2015 and the project had 540 calendar days for completion.

 

LOCATION: This work order project was located at various locations within Council Districts A, B, C, G, H, I, J and K.

 

CONTRACT COMPLETION AND COST: The contractor, PM Construction & Rehab, LLC, has completed the work under the contract. The contract was completed within the contract time with an additional 210 days approved by Change Orders No. 1 and No. 2. The final cost of the project is $4,285,042.55 a decrease of $89,519.56 or 2.05% under the original contract amount. Fewer service reconnections were needed than anticipated.

 

The final amount of this work order contract was not affected by Change Orders No. 1 and No. 2 and No. 3.

 

MWDBE PARTICIPATION:  The MWDBE goal for this project was 21.66%. According to the Office of Business Opportunity, the actual participation was 21.18%. The contractor was awarded an “Satisfactory” rating from the Office of Business Opportunity.
