RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $3,320,836.31 and acceptance of work on contract with PORTLAND UTILITIES CONSTRUCTION COMPANY, LLC for Sanitary Sewer Rehabilitation by Sliplining and Pipe Bursting Methods, (4257-150) - 1.62% under the original contract amount - DISTRICTS A - STARDIG; B - DAVIS; C - COHEN; D - BOYKINS; E - MARTIN; F - LE; G - TRAVIS; H - CISNEROS; I GALLEGOS and K - CASTEX-TATUM

Background:

SUBJECT: Accept Work for Sanitary Sewer Rehabilitation by Sliplining and Pipe Bursting Methods.

 

RECOMMENDATION: (Summary) Pass a motion to approve the final contract amount of $3,320,836.31, which is 1.62% under the original contract amount, accept the work, and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: Under this project, the contractor provided sanitary sewer rehabilitation by slipling and pipe bursting methods to deteriorated sewer collection systems throughout the City.

 

DESCRIPTION/SCOPE: This project consisted of sanitary sewer point repairs, pipe replacement and pipe bursting. The project was awarded to Portland Utilities Construction Company, LLC with an original contract amount of $3,375,572.50. The Notice to Proceed date was 11/17/2016 and the project had 540 calendar days for completion.

 

LOCATION: This work order project was located at various locations within Council Districts A, B, C, D, E, F, G, H, I and K.

 

CONTRACT COMPLETION AND COST: The contractor, Portland Utilities Construction Company, LLC, has completed the work under the contract. The contract was completed within the contract time with an additional 30 days approved by Change Order No. 7. The final cost of the project is $3,320,836.31, a decrease of $54,736.19 or 1.62% under the original contract amount. Less pavement restoration was needed than anticipated.

 

The final amount of this work order contract was not affected by Change Orders No. 1, No. 2, No. 3, No. 4, No. 5, No. 6 and No. 7.          

 

MWDBE PARTICIPATION:  The MWDBE goal for this project was 21.66%. According to the Office of Business Opportunity, the actual participation was 35.16%. The contractor was awarded an “Satisfactory” rating from the Office of Business Opportunity.
